Each query entered into a search engine is part of this individuating process: an interaction with a wider multitude that through language constructs an individual as a subject. In offering personalized content geared toward users’ individual interests, recommender systems are assumed to reduce news diversity and thus lead to partial information blindness (i.e., filter bubbles). The Code also includes a set of “minimum standards” for providing advance notice of changes to algorithmic ranking and presentation of news; appropriately recognising original news content; and providing information about how and when Google and Facebook make available user data collected through users’ interactions with news content. This article draws from a particular group of thinkers, a group of Italian Neo-Marxists, loosely connected to the ‘workerism’ (operaismo) movement during the 1960s and 1970s, in order to better contextualise contemporary digital capitalism.
We hypothesize that the reason for this lies in the popularity-based logic governing Google, in particular its foundational PageRank algorithm,in conjunction with a psychological law which we refer to as the “law of retraction”: a retraction notice is typically taken to be less interestingand therefore less popular with internet users than the original content retracted. Post-Fordist theory traces the decline of the dominant kind of capitalism in the early twentieth-century, FordismFootnote 5 while theorising and analysing the post-industrial modes of capitalism that they describe as Post-Fordist. The work of these thinkers-Paolo Virno, Michael Hardt, Antonio Negri, and Maurizio Lazzarato are a few notable examples-has come to be known as Post-Fordist theory.Footnote 4 This designation of Post-Fordist theory represents a number of different, although related, attitudes towards the way in which capitalism has changed since the second half of the twentieth-century, specifically in regard to the role of work.
Various other thinkers outside of this Italian Neo-Marxist group have described the current mode of capitalism emphasising similar characteristics under a range of names: ‘Empire’ (Hardt and Negri, 2001), ‘Late Capitalism’ (Jameson, 1992), ‘PostCapitalism’ (Mason, 2016), ‘Capitalist Realism’ (Fisher, 2009), ‘semiocapitalism’ (Berardi, 2015), ‘Cognitive Capitalism’ (Boutang, 2012). Although these related approaches use different terminology, the various characteristics highlighted complement a description of contemporary capitalism as Post-Fordist. Evidence and real-life examples show that the control of information and misinformation through search engine and social media manipulation can help bring about desired political results, and the algorithms controlling information in these platforms are not able to discern between real and fake, or truth and dishonesty. On 31 July 2020, the Australian Competition and Consumer Commission (“ACCC”) released the ‘Treasury Laws Amendment (News Media and Digital Platforms Mandatory Bargaining Code’) Bill 2020 (Cth) (“draft News Media Bargaining Code”). Its aim is to address bargaining power imbalances between Australian news media businesses and digital platforms, specifically Google and Facebook. The draft News Media Bargaining Code, as it currently stands, requires Google and Facebook to negotiate with news media businesses in good faith over all issues relevant to news on digital platform services, including the payment for the inclusion of news on their services. “The business model for newspapers-based on ads and subscription revenue-has been evolving for more than a century as audiences have turned to other sources for news, including radio, television and later, the proliferation of cable television and satellite radio,” Pichai added.
